Week one belongs to the builder tools. Dress three locations properly rather than twelve badly, because a player who walks into one convincing place forgives an empty street on the way there. Pick the spots your early testers will actually stand in.
Week two is for the player facing quality of life scripts, so your testers stop tripping over missing basics and start telling you about the interesting problems instead. This is also when you find out which of your planned jobs nobody wants to do.
Week three is one event that brings everyone to the same place at the same time. A small population feels much larger when it is concentrated, and your opening night screenshots come from that hour rather than from the rest of the week.
Only after that should you start buying economy content, because by then you will know which parts of your city people actually go to. Buying a drug chain or a heist line before you know where your players gather is how owners end up with content sitting in a corner of the map nobody has driven to since launch.
