Lenand vehicle packs are the fastest way to open a new server with every service already on the road. Instead of buying a patrol car here and an engine there, each pack covers one department in a single listing, and this starter kit lays out which packs to buy and in what order.
Every pack below is a Lenand listing on FiveM Shops. Where a pack has ELS and NON-ELS builds, pick the one that matches your lighting setup and keep it consistent across departments.
The Lenand vehicle packs that make up a starter kit
The order below is the one that gets a city running fastest. Fire and police open first on almost every new server, EMS follows as soon as there are injuries to treat, and the unmarked and civil packs come last because they serve players who already have something to do.
Lenand "Löschzug" Basic Pack 1 - ELS
Start with the fire department. Lenand "Löschzug" Basic Pack 1 - ELS is named for the Löschzug, the German term for a station's standard response group, and Basic Pack 1 in the title marks it as the foundation pack. It is the one listing that gets a station running before anything else.
Best for: the first fire station on a new server.
Lenand Modern "Löschzug" Basic Pack 1 - ELS
Lenand Modern "Löschzug" Basic Pack 1 - ELS is the Modern take on the same idea. Choose it instead of the original if you want the newer styling, or buy both and give the city two stations that look as if they were equipped a decade apart. A NON-ELS build is listed too.
Best for: a second station or a modern-look city.
Lenand Bostadt Pack - ELS
Lenand Bostadt Pack - ELS collects the Bostadt-style units, a naming Lenand uses on an HLF, a DLK and an ELW elsewhere in the range. It is a themed alternative to the Löschzug packs for a server that wants its fire fleet in one recognisable style.
Best for: a fire fleet built in one style.
Lenand Police Package October 2025 - ELS
For police, Lenand Police Package October 2025 - ELS is the dated package that puts a department on the street in one order. Buy this before individual FuStW cars; the singles are for filling gaps later, not for starting from zero.
Best for: a new police department.
Lenand Unmarked + Civilian Package September 2025 - ELS
Lenand Unmarked + Civilian Package September 2025 - ELS covers the unmarked side and, as the title says, civilian versions as well. Detectives, traffic units and off-duty officers all need cars that do not look like patrol units, and this package handles that in one go.
Best for: detectives and unmarked units.
Lenand Benefactor Tourer Ktw Pack April 2025 - Els
EMS gets Lenand Benefactor Tourer Ktw Pack April 2025 - Els, a pack of KTW patient transport vans on the Benefactor Tourer. Pair it with a single RTW listing and the service can run both emergency and transport calls from the first shift.
Best for: EMS patient transport.
Lenand Medical Pack Type "Nord" - ELS
Lenand Medical Pack Type "Nord" - ELS is the northern-style medical pack listed under EMS and Fire Vehicles. It suits a server modelled on the north of Germany and gives the medical side a regional identity to match the police package.
Best for: EMS services in a northern German style.
Lenand Modern "Command Support" Pack - NON-ELS
Lenand Modern "Command Support" Pack - NON-ELS is the command support pack in its NON-ELS build, for servers on that side of the split. Command units are what turn a fire from a callout into a scene, and buying them as one of the Lenand vehicle packs keeps their look consistent.
Best for: NON-ELS fire departments adding command.

A checklist for the first week
- One fire pack, so a station can respond on day one.
- One police package, before any single patrol car.
- One EMS pack, so medics are not borrowing fire units.
- One unmarked and civil package for detectives and off-duty cars.
- The same ELS or NON-ELS build on every pack you order.
How to choose your Lenand vehicle packs
In what order
Fire, police, EMS, then unmarked and civil. That order matches how quickly each job gets players on a new server.
What about the civil side
Lenand Roll-Off Pack-01 is the Vehicle Packs listing of Roll-Off trucks, and a roads or waste job needs trucks too. If you only need unmarked police cars without the civilian versions, Lenand Unmarked Police Pack 1 - ELS is the smaller pack for that.
Do packs replace single listings
No. Packs are the base; the single cars and trucks are how you add variety once the fleet is running. A pack also leaves a department looking as if it was equipped in one go, which listings bought one at a time over months rarely do.
Start in the Vehicle Packs collection on FiveM Shops, then browse Police Vehicles and EMS and Fire Vehicles, where most of the packs above are listed. Lenand vehicle packs get a city moving in one evening, and that is the point of a starter kit.
